It’s because of a delay in processing renewals across the borough.

The council has extended the validity of recently expired badges until the 31st of March.

Holders who have incorrectly received a fine because of this issue are being told they can apply to have it cancelled.

Kingston Council says:

“We can confirm that we do have a temporary backlog issuing Blue Badges. We have paused the issue of parking enforcement notices for expired Blue Badges until 31 March 2025. The extension applies to cases where all of the following applies:

• Blue Badges that have expired or will expire between 1 October 2024 and 31 March 2025
• Only for PCN tickets issued for Blue Badge expiry from 20 February 2025
• The resident must have submitted a renewal application before their badge expired
• We can only refund fines issued within Kingston Council Parking Zones

We encourage anyone who has an expired badge or one due to expire and has not applied for renewal, to do so as usual.

If you have received a fine since 20 February 2025 but are waiting (or were waiting at the time) for your replacement Blue Badge you can appeal by contacting us on 0345 319 9636 or visit the appeal portal https://kingston.tarantoportal.com/PCNs/Ticket/FindTicket with your PCN number.
All information is on the back of the PCN letter.”
