Surrey’s County and District councils have submitted their formal Devolution plan to government.
Nine authorities, including Epsom and Ewell and Runnymede, support the formation of three unitary councils.
Two district and borough councils, Elmbridge and Mole Valley. and the county council favour two.
Surrey was one of a number of areas told by the new Labour Government that it would have to start the process of devolution.
