It comes from the Department of Levelling up, Housing and Communities.
The money will aid officers in their preparations for proposed planning reforms and fund development of Design Codes.
Cllr Malcolm Beecher says it will “enable us to work towards improving the built environment of Spelthorne Borough for our local community.”
