Sadiq Khan announced last week that families on child benefit and small businesses will now have access to the £100 million fund.
Cllr Alexander Ehmann is Chair of Richmond’s Transport and Air Quality Committee.
He says the scheme, which will see drivers of the most polluting cars charged £12.50 per day to drive every London borough, needs to be postponed.
It’s currently due to come in at the end of August.
He says a scrappage scheme is needed that gives support to those that do not currently receive any kind of state benefit but are seriously struggling.
