The reported offences took place around West End Common, Black Pond, and the bridge over the A3.
They are alleged to have taken place at around 6.30pm on the 7th and 11th of May with the latest report made on Tuesday.
Clothing descriptions vary, but the suspect is described as a White man, aged in his 30s to 50s, and around six foot in height.
A fourth offence was reported to police in November and an appeal was made for witnesses at the time.
Inspector Chris Thoday, Borough Commander for Elmbridge, said, “We understand that crimes of this nature can cause significant concern, and I want to reassure the local community that we take all reports of sexual offences seriously. Officers have been conducting additional patrols in this area since the reports began earlier this month and will be continuing over the bank holiday weekend.
