The Epsom Derby draws crowds of up to 60,000 spectators including King Charles III and Queen Camilla.
Police made four arrests during the two-day event last year, while 10 people were arrested the year before.
A dispersal order covering all of Epsom, Walton Downs, and Langley Vale is in place until 6am tomorrow.
