The 22 storey building has already been gutted in anticipation developers will be allowed to turn it into flats.
However, Kingston Council rejected a proposed scheme on 10 grounds, including a lack of affordable housing.
A public inquiry will open at Guildhall on the 5th of December and should finish on the 15th.
