Owner of Wellness Lounge, Olga Cika, pleaded guilty after Hounslow Council launched an investigation following a tip-off.
The court found it had been advertising regulated treatments without approval. It imposed a £1,000 fine plus costs and a surcharge.
The council warned that unlicensed beauty treatments pose safety risks and will face enforcement action.
