The site was originally built as a Dickins and Jones department store in 1968, but was acquired and rebranded by House of Fraser in 2007.
It closed down in September 2020 after the chain went into administration.
Sheen Lane is behind the development, which will comprise restaurants, offices and a swimming pool in the basement.
