Matthew Collins served in the Central West Basic Command Unit, which covers Westminster, Hammersmith & Fulham, and Kensington & Chelsea boroughs.
At the hearing, in a statement the victim described feeling “vulnerable”, and that Collins wanted to “taunt her”
Collins admitted to “simple misconduct” but said his behaviour did not go as far as “gross misconduct”.
