A 21-year-old from Ashford and a 43-year-old from Stanwell have been arrested.
Around 21,000 tonnes of rubbish were found at the site, which has now been cleared in a 5-month operation costing around £6million.
A total of 6 people have now been arrested as part of the Environment Agency investigation, with both men released on conditional bail.
