Alba Stables sits on greenbelt land and several other businesses were operating out of the site, which has been redeveloped.
Elmbridge Borough Council has given those businesses three months to stop trading.
The stable owners also have to remove 2,000 tonnes of material used to raise the height of the land and re-grass it.
