The authority is now looking for a redeveloper to take on the St Nicholas centre, Civic Offices and the vacant Secombe Theatre sites.
Sutton Council wants to create a brand-new Civic Hub on the High Street which will include council offices and a library.
The authority says the chosen developer will need go work within the council’s vision.
