The proposals include a bespoke new home for Sutton College and the refurbishment of two more heritage buildings.
It also plans to deliver the Throwley Yard cinema and community arts venue by next February.
It comes after more than 2,000 people shared their views in a survey voicing support for more educational opportunities in the town centre.
