Guildford, Spelthorne and Reigate & Banstead have been identified as having the highest levels of anti-social behaviour between 2019 and 2024.
Nuisance behaviour, including noise complaints, littering and public drinking, accounts for 65% of reported cases.
Surrey Police say they will work with councils and other partners to support victims and stop incidents from escalating.
