The council has introduced a Public Space Protection Order to tackle a number of issues which have been concerning residents.
An exclusion zone preventing taxis and private hire vehicles from using residential areas for parking will also be introduced in Stanwell.
The PSPO enables council officers to issue Fixed Penalty Notices and prosecute repeat offenders.
