The Housing Allocation Scheme decides who can join the council’s Housing Register and how priority is assigned.
Currently, homeless people living in temporary accommodation lose their place on it if they move into privately rented homes.
The council wants to change this, saying the intention is to reduce reliance on temporary accommodation.
