A woman reported feeling uncomfortable while she was walking her dog along the River Mole on Friday evening.
Police say the man has long, scruffy, strawberry blonde hair and was wearing a blue jumper, grey jogging trousers and beige boots.
Officers are asking anyone in the area at that time who may have seen him, or have dashcam footage, to contact them on 101.
