The incident is believed to have taken place in the open land between Cuddington Meadows and Banstead Downs Golf Club.
The suspect is described as a White man with an Eastern European accent, about 5’6” in height, aged approximately in his 50s. He was bald with a small amount of hair on the sides and a long, red/blonde moustache.
People who may have CCTV, doorbell or dashcam footage are urged to contact Surrey Police or Crimestoppers.
