The council’s proposed development order will be the first of its kind in the country if it gets the go ahead.
It will also apply to all residential buildings in conservation areas.
Currently, people in flats may need permission from the planning authority or the building’s management team to install double glazing.
Council bosses say they want to reduce bureaucracy.
