The “Selective Licensing Scheme” would be rolled out across Tooting Bec, Tooting Broadway and Furzedown if it gets the go ahead.
The council says it would allow it to hold poor landlords to account and to take action to improve standards across the sector.
These areas have been chosen as they are thought to be where the most serious housing hazards are present.
