There are between 100 and 150 children in care across the borough, and residential homes provide an alternative option to foster care.
The council says the number of children needing to be supported in a residential setting is growing but there are limited residential places.
If the planning application is approved, the home would become a sister home to Hope House, a residential home operating in Richmond.
