Mayor Sadiq Khan was asked if he would send “warning letters for the first few weeks” rather than fines.
He responded saying he “wouldn’t telegraph that” as it “delays people taking action”.
A similar policy was introduced for the two previous rollouts of the ULEZ.
People who fail to pay the £12.50 charge would usually be hit with a £180 penalty.
