They were held on suspicion of public order offences related to disorder linked to a rape investigation in the town.
A 16-year-old boy from Leatherhead and a 20-year-old man from Epsom were also detained.
That takes the total arrests related to the disorder to 10.
All 10 people who have been arrested have since been released on bail.
Surrey Police closed the case into the reported rape after it was revealed the alleged victim had suffered a head injury on the night the incident was reported on April the 11th.
