Staff currently located at the Town Hall will move to 70 East Street which is a modern office building in central Epsom.
Councillors say the Town Hall needs extensive, costly refurbishment to comply with energy efficiency and fire regulations.
They say the move to the new building, which is already owned by the council, will have many financial and environmental benefits.
