The charity says it is seeing high demand, helping hundreds with housing, benefits, debt and around 150 homelessness cases.
It warns that when the new rules come into force, people may struggle with online council housing systems and delays in getting support.
Once the new rules start, landlords will have to follow the new renting laws and provide tenants with the required information.
