Richmond Council says the plans did not “not adequately” protect the gate’s history.
The Royal Parks submitted an application to repair the gate and part of the wall in Ham Gate Avenue in July.
The proposal was to “replace the existing damaged cast iron gates and fence with like for like cast iron and aluminium gates and fence.”
It’s after a car crashed into the gate over a year ago.
But the council has refused the application for the site, which is listed, on the grounds of heritage.
The Royal Parks charity says it will work with partner organisations to find the most appropriate solution to the repair of Ham Gate.
