The discovery came a day before the introduction of rules to crack down on the pedigree.
The RSPCA are appealing for information after the dog was found in an alleyway in Waltham Road missing an ear with its legs burnt and bound together.
Owners of these dogs have until the end of the month to apply for an exemption certificate to keep their dog, and must have it neutered, microchipped, and insured.
