The funding includes extra staffing, workforce stability initiatives and an extra vehicle to help with recycling collections.
The council has warned it may take time for services to recover while the changes take effect.
Residents in Oxted, Caterham, Lingfield and Warlingham are among those affected, with measures due to remain in place until April 2027.
