Metropolitan Police found him in Alexandra Recreation Ground with several snap bags containing a white powder.
Officers say he was acting suspiciously and appearing unusually nervous before he was arrested.
This arrest comes as the MET continue its ASB Action Plan targeting drug dealing in local areas.
