Croydon Council worked with a volunteer to carry out a test purchase of a vape from A&AK Patel Ltd in Thornton Heath.
Despite the teenager giving their correct age of 15 to the shopkeeper twice, the transaction went through.
The council’s trading standards service has been helping to keep Croydon’s young people safe by preventing the illegal sales of goods to those underage, including vapes.
