Bellway Homes wanted to redevelop the former Wyevale Garden Centre in Waddon into buildings of up to five storeys.
But three out of four of Croydon Council’s reasons for opposing the plans were upheld by the Planning Inspectorate.
They included the preservation and enhancement of the Grade II listed Purley diving stage.
The authority says it also objected to the proposed design quality of the development and the lack of family housing.
