Emergency services were called shortly before 1am this morning to the southbound carriageway at Junction 9, around Crawley.
The 38-year-old driver remains in custody on suspicion of causing death by dangerous driving and drink driving.
Sussex Police are appealing for witnesses, anyone with dashcam footage should contact them using the reference Operation Oakwash.
