New freedom of information analysis by Cinch puts the county third on a national table of authorities undertaking the most repairs.
Surrey falls only behind Barnsley in South Yorkshire and Devon.
Cinch says it suggests Britain’s road network is deteriorating faster than maintenance budgets and resurfacing projects can keep up with.
SCC spokesperson: “We have some of the country’s busiest roads and we’re working incredibly hard to improve them, with nearly £300m allocated to repairing Surrey’s roads and pavements from 2023 – 2028. We’re resurfacing more roads and pavements than ever with around 90 miles of roads and 20 miles of pavements resurfaced between April and November 2025. This is on top of the 443 miles of roads and 198 miles of pavements we have already resurfaced over the past five years. We’re also repairing potholes in less than 3 days after inspection, have made it easier for residents to report them are carrying out larger-scale repairs where needed and are using innovative AI technology to better detect defects.
“The number of potholes repaired between April and November 2025 is over 15% less than during the same period the year before, and there is nearly a 40% reduction in the number of reports of potholes made through our website. Our significant investment is making our highway network more resilient and reducing the number of potholes that develop in the first place.”
