Lisa Bowen, 48, was travelling on the motorway in January 2022 between Junction eight for Reigate and nine for Leatherhead.
One of her tyres deflated and detached from the wheel, before she crashed into a stationary lorry on the hard shoulder.
At an inquest into her death in Woking, the coroner concluded that Ms Bowen died instantaneously.
