The 12-month pilot will launch in April following a consultation with almost 1,000 members of the public.
An annual licence will cost £200 and limit the number of dogs that can be walked at one time to a maximum of six.
Professional walkers will be required to provide proof of public liability insurance, risk assessments and sign an agreement.
The pilot has been green-lit after concerns were raised about the increase in dog walkers with multiple dogs.
