PC McCorley Clewes and former PC Benjamin Morgan carried out the search in Blackhorse Lane, Croydon in June 2022.
It followed reports of a mobile phone theft.
The boy was spotted near the location of the robbery and restrained.
His mother made a complaint which The Independent Office for Police Conduct investigated.
The Met Police has been approached for a comment.
