A report is to be presented to Elmbridge Borough Council’s Cabinet in November for recommendation at December’s Council meeting.
The Civic Centre is home to the authority, Surrey Police, Elmbridge Citizens Advice and two private companies.
Exploration work has been taking place over the last few months to see where these groups could be relocated to.
