It’s after the chief inspector of prisons, Charlie Taylor, wrote to the justice secretary calling for its implementation.
The secretary of state now has 28 days to publish a response and a plan of action.
It follows an inspection which found that the prison is stricken with severe overcrowding, vermin and rising violence among inmates.
