It comes three years after it was forced to leave its Reigate base over unstable RAAC.
It has been temporarily based at Surrey Fire & Rescue Service’s former site in Wray Park.
The new headquarters will house around 500 officers and staff.
Plans also include 40 affordable homes, which will be built separately after the existing buildings are demolished.
