Two new landlord licensing schemes covering Balham South, Tooting Bec and Tooting Broadway have come into action.
Under the changes, unlicensed landlords face fines of up to £30,000 and tenants are eligible to get money back.
Over 110 inspections were carried out by the council and over 40 notices issued for safety breaches since July.
