A six-week consultation has launched following concerns about the increase in dog walkers with multiple pets.
A number of councils have already placed limits on the amount of dogs that can be walked professionally at any one time.
Surrey has a “Code of Conduct” which dog walkers are urged to follow which includes keeping pets on leads near livestock.
