The Care Quality Commission is required under law to assess how councils work with partners to meet their communities’ care needs.
Hammersmith and Fulham is the only council in England to offer free non means tested home and day care for eligible residents.
However, in some cases residents were waiting more than 18 months to have their care needs assessed, despite a new screening process.
The report found the borough was committed to improving access to care, but that plans had not been in place long enough to show results.
A Council spokesperson said: “We have reviewed the feedback from the CQC’s review in 2024. We are committed to providing the best service and care possible for residents and their families.
“And we are confident that our programme of continued transformation – working alongside our statutory and third sector partners – will continue to help us do just that.”
