Weybridge Hall is a former cinema which opened in 1920 and was acquired by Elmbridge Borough Council in 1956.
It operated as a public hall until 2014 when it closed and the authority says its condition has been deteriorating ever since.
Several offers have been received but the favoured one is the one made by Equippers Church due to their usage plan.
