Gia Borg-Darcie, a self-employed tutor, started a petition against the plans that was signed by over 1,000 people.
Councillors have now discussed it at a meeting and acknowledged that some of the price increases will be looked at.
Since the meeting, Gia has filed a formal complaint, due to lack if response and engagement from the community.
