Plans for the Pastures Traveller and Gypsy site on Carshalton Road were passed in March 2023.
The council has cited several reasons for the increased costs and plans have faced regular delays since being first proposed 10 years ago.
The site near Mayfield Lavender Farm will see the creation of new plots plus amenity blocks, a community hall, and play area.
