The authority said at the start of the year it had refused to sign off on the Section 8 agreement that allowed TfL to press ahead.
But, under schedule 23 of the Greater London Authority Act 1999, TfL can go ahead without getting the Council’s approval.
Signage alerting drivers to the new £12.50 daily charge has been going up across the borough this week.
Mayor of London, Sadiq Khan, wants to expand the charge for the most polluting cars to every London borough at the end of August.
His plans went before the High Court earlier this month following backlash from a number of authorities.
