The work will be part of the £14million funding from the Government’s Levelling Up Fund.
It will include doubling the number of train services to the site.
The council is also proposing to make improvements to Brighton Road with new signage, lighting and wider footpaths.
The public consultation on the plans closes at midnight on the 7th of December.
