72% of those surveyed believe there should be more devolved power, but 40% disagreed with both two and three unitaries.
Surrey County Council surveyed an online panel of around 1,400 resident’s that are broadly representative of the area’s population.
The council submitted the full plans that would split the county into two unitaries arranged by east and west to the government last month.
