The authority will be dissolved next April and become part of
the new West Surrey Council.
Its Transitional Plan replaces the five-year Corporate Plan adopted in 2024 before Devolution was confirmed.
It was announced earlier this week that a dedicated team is to oversee Spelthorne’s finances.
Government-appointed commissioners intervened last year over fears debt at the authority had hit £1.1 billion.
Total debt has now dropped to around £700 million.
A recent report said this was partly achieved by the council shortening the terms of its loans.
